Ann Dunkin

Ann Dunkin is the CEO of Dunkin Global Advisors, Inc. She provides strategic business advice to companies of all sizes. She also serves on the advisory boards for Bowtie Security, Openpolicy and CrowdGenAI. Before launching Dunkin Global Advisors, Ann served as Chief Information Officer at the U.S. Department of Energy, where she managed the Department’s information technology (IT) portfolio and modernization; oversaw the Department’s cybersecurity efforts; led technology innovation and digital transformation; and enabled collaboration across the Department. She served in the Obama Administration as CIO of the U.S. Environmental Protection Agency. Prior roles include Chief Strategy and Innovation Officer, Dell Technologies; CIO, County of Santa Clara, CA; CTO, Palo Alto Unified School District, California; and various leadership roles at Hewlett Packard focused on engineering, research and development, IT, manufacturing engineering, software quality, and operations.
Ann is a published author, most recently of the book Industrial Digital Transformation, and a frequent speaker on topics such as government technology modernization, digital transformation, and organizational development. Ann was recently named to the Forbes CIO Next list 2024. She also received the 2024 Institute of Industrial and Systems Engineering (IISE) Captains of Industry Award and the Institute for Critical Infrastructure Technology’s 2024 Pinnacle Award. She has been given a range of previous awards, including a 2024 Fed 100 Award, the 2022 Capital CIO Large Enterprise ORBIE Award, DC’s Top 50 Women in Technology for 2015 and 2016, ComputerWorld’s Premier 100 Technology Leaders for 2016, StateScoop’s Top 50 Women in Technology list for 2017, FedScoop’s Golden Gov Executive of the Year in 2016, 2021, 2022, 2023,and 2024 and FedScoop’s Best Bosses in Federal IT 2022. She was also named to Washington Exec’s Ones to Watch list for 2023.
Ann holds a Master of Science degree and a Bachelor of Industrial Engineering degree, both from the Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington and an IISE Fellow. In 2018, she was inducted into Georgia Tech’s Academy of Distinguished Engineering Alumni and in 2024 she was named to the inaugural list of “Women at Georgia Tech."

Wally Coggins
Chief Data and AI Officer
Defense Counterintelligence and Security Agency
Mr. Wallace Coggins is the Chief Data and Artificial Intelligence Officer of the Defense Counterintelligence and Security Agency.
As CDAO, he leads implementation of the Agency’s data strategy, enterprise analytics, artificial intelligence (AI) strategy, performance management and reporting, and enterprise knowledge management to leverage data as a strategic asset, improve information sharing, and enable evidence-based decision making. As CDAO, he is the champion for establishing ambitious AI objectives for the agency while ensuring sufficient guardrails are in place for responsible AI use.
In addition to his CDAO responsibilities, Mr. Coggins served dual-hatted as DCSA’s Chief Strategy Officer (CSO) from September 2021 through January 2025 leading enterprise-wide strategy and transformation initiatives to deliver integrated security services, improve mission outcomes, and enhance business operations. As CSO, he was responsible for strategic planning, corporate governance, enterprise policy, risk management, organizational design, and change management.
Prior to his DCSA assignments, Mr. Coggins served within the Office of the Director of National Intelligence, IC Chief Information Office, as the Director, Intelligence Community Security Coordination Center (IC SCC). The IC SCC provides for the integrated defense of the IC’s information environment and serves as the Federal Cybersecurity Center responsible for coordinating the IC’s defensive response to major cyber incidents, threats, and vulnerabilities.
Mr. Coggins also served in other executive leadership positions at ODNI, including as the Deputy Chief Management Officer, leading and managing internal ODNI administration, finances, and policy, and as the ODNI Executive Secretary responsible for coordination of official correspondence and other communications on behalf of the DNI. Mr. Coggins also served as a Director responsible for acquisitions, integration, and evaluations along with other assignments within the ODNI Acquisition, Technology, and Facilities component.
Prior to joining ODNI, Mr. Coggins served as program manager and contracting officer at the Naval Air Systems Command for the development and acquisition of major weapons systems including the F-35 Joint Strike Fighter, F/A-18 tactical aircraft, electronic warfare, mission planning, and missile programs.


Bianca Herlory
AI Lead
The Joint Staff, Department of Defense
Ms. Bianca Herlory is the Joint Staff AI Lead, in the Joint Staff Office of the Chief Digital and Artificial Intelligence Officer (JS OCDAO) established on 20 August 2024 under the Vice Chairman of the Joint Chiefs of Staff. She supports the development of the JS OCDAO’s strategic vision and organizational structure, accelerates AI adoption across the Joint Staff, advocates for requirements to enable joint warfighting through responsible use of AI tools, and advises senior leadership on AI’s impact to national security and defense priorities. In her role, Ms. Herlory also fulfills Responsible AI (RAI) Lead responsibilities for the Joint Staff.
On the path to a JS OCDAO, she served as Deputy Director of the Joint Staff Generative AI Task Force (Task Force 37-78), a 90-day, cross-JS Task Force to experiment with GenAI and assess the viability of these tools for JS processes. Prior to government service, she worked in industry focusing on Zero Trust implementation in the tactical environment and electromagnetic spectrum situational awareness capabilities. Ms. Herlory holds a Master’s Degree from Georgetown University’s School of Foreign Service and a Bachelor’s Degree from Vanderbilt University in European Studies and Clarinet Performance.
