Congressman Don Beyer is serving his fifth term as the U.S. Representative from Virginia’s 8th District, representing Arlington, Alexandria, Falls Church, and parts of Fairfax County. He serves on Congress' Joint Economic Committee, and also serves on the House Committee on Ways and Means. 

He was the Lieutenant Governor of Virginia from 1990 to 1998, and was Ambassador to Switzerland and Liechtenstein under President Obama. Rep. Beyer’s signature work as lieutenant governor included advocacy for Virginians with disabilities and ensuring protections for Virginia’s most vulnerable populations as the Commonwealth reformed its welfare system in the mid-1990s. Rep. Beyer was Virginia’s Democratic nominee for governor in 1997.

After leaving office, Rep. Beyer spent fourteen years as Chair of Jobs for Virginia Graduates, a highly successful high school dropout prevention program, and was active for a decade on the board of the D.C. Campaign to Prevent Teen Pregnancy. As Chair of the Virginia Economic Recovery Commission, he helped pass permanent pro-business reforms and was co-founder of the Northern Virginia Technology Council.

President Obama nominated Rep. Beyer to serve as Ambassador to Switzerland and Liechtenstein in 2009. He used his position to advocate for stricter sanctions to compel Iran to begin nuclear disarmament discussions. As Ambassador, Rep. Beyer was integral to US Department of Justice efforts to halt the abuses of Swiss bank secrecy by wealthy Americans.

Rep. Beyer has spent four decades building his family business in Northern Virginia after a summer job at a car dealership in 1974. He is a graduate of Williams College and Gonzaga College High School in Washington, DC. He was named a Presidential Scholar by President Lyndon Johnson.

Rep. Beyer has four children and two grandchildren. He and his wife Megan live in Alexandria, Virginia

Jamie Holcombe

Henry (Jamie) Holcombe is the Chief Information Officer (CIO) for the United States Patent and Trademark Office (USPTO). In this role, he is the principal advisor to the agency on the design, development, and management of its information systems and technology.

Most recently, Mr. Holcombe served as the Chief Executive Officer of Visium Technologies, a cybersecurity startup, and Chief Operations Officer for TJ Westlake LLC, a service-disabled veteran-owned small business. Prior to these executive roles, he served as the Vice President and General Manager for Harris CapRock Critical Networks segment, providing managed security services supporting air traffic management, energy and maritime communications, ground network operations and sustainment, and high-value IT and engineering cyber services.

At Harris CapRock, Mr. Holcombe led the company’s Government Solutions line of business to deliver operational excellence and growth. Previously, he had served as Harris’ Vice President of Information Technology for Global Systems and Process, and as IT Services’ Director of Civil Programs and Commercial Accounts, as well as Client Executive to the U.S. Department of State.

Mr. Holcombe has also served in a variety of executive level positions at various firms, including as Vice President of Information Systems for the Universal Service Administrative Company; as Chief Technology Officer, Senior Vice President of Operations, and Corporate Secretary for Globix; and as Chief Information Officer of Cambrian Communications. He has also been an Architect and Senior Principal Consultant to companies in telecommunications, entertainment, and insurance.

Mr. Holcombe began his career as an officer in the U.S. Army where he served as company commander in the 1116th Signal Battalion and was awarded both the Douglas MacArthur Leadership Award and Most Outstanding Officer of the Year. He graduated from the U.S. Military Academy at West Point with a Bachelor of Science degree, finishing first in his class in computer science. He earned a Master of Business Administration degree in information systems from Chaminade University in Honolulu, and a Master of Science degree in computer science from George Washington University.

William (Bill) Miller serves as Senior Advisor to the Office of Advanced Cyberinfrastructure
(OAC) at the U.S. National Science Foundation (NSF). He provides leadership on strategic
initiatives within NSF and across the government to expand computational and data-intensive
infrastructure capacity for scientific discovery and innovation. Current activities include planning
and implementation of the multi-agency National Artificial Intelligence Research Resource
(NAIRR) pilot initiative, leadership of the National Science Technology Council's R&D Data
Infrastructure Working Group and representing the U.S. government to the G7 on Open
Science. Previous federal roles include Senior Technical Advisor to the Department of Energy's
Office of Science (on detail from NSF), Acting Deputy of the NSF Office of Budget, Finance and
Award Management, and Program Director in the NSF Directorate for Biological Sciences. Bill
obtained a B.S.E in Aerospace Engineering from the University of Michigan and a Ph.D. in
Neuroscience from the University of California-Davis; and he conducted successful careers in
each of these fields prior to beginning NSF service.

Kevin Walsh is a Director in GAO’s Information Technology and Cybersecurity team. He oversees work related to AI, Census, CIO authorities, legacy modernizations, and satellite and space systems. He has led reviews covering topics related to the authorities of federal Chief Information Officers, management of legacy IT systems, coordination of IT contracts, and assessments of IT-related risk.

Kevin joined GAO in June 2006, and led projects related to FITARA and GAO’s High Risk area on Improving the Management of IT Acquisitions and Operations.

Addie Cooke is the global AI public policy lead for enterprise AI at Google. In this role she leads Google Cloud's engagements on current and emerging AI policy files. She advises customer and product teams across the organization on forthcoming AI regulatory and standards. She works closely with cross-functional teams, including Responsible AI, Legal, and Human Rights, on product launches, technology partnerships, and customer engagements. Addie previously worked at Accenture and Workday in similar roles and supported the legislative effort to establish the NIST AI Risk Management Framework. 

Before working in AI policy, Addie held policy, press, and research positions in the Texas Legislature and the United States Senate. Following the Senate, she helped lead a campaign to support the Obama Administration's reestablishment of diplomatic relations with Cuba. Addie previously served in AmeriCorps Vista working with youth in East Los Angeles public housing, and is a Returned Peace Corps Volunteer where she served a full term working with youth in El Salvador. 

Addie holds a BA from the University of Texas at Austin and MPP from the University of Virginia. Outside of work, she serves as a Court Appointed Special Advocate for abused and neglected children
