Rich Evans

Florida Department of Management Services (DMS)
Rich Evans is the Chief Information Officer (CIO) of the Florida Department of Management Services (DMS). As the CIO, Rich serves as the department's principal IT officer and provides leadership and guidance in critical areas of technology administration for the department, including budgeting, resource development and allocation, policy formation and managing business operations to improve cost effectiveness, service quality, and IT operational effectiveness. He served as the Deputy CIO of DMS prior to being appointed CIO. Alongside his responsibilities at DMS, Rich serves as an adjunct professor and faculty team lead in the MBA program at Southern New Hampshire University, where he teaches various MBA courses and leads a team of graduate professors.
Rich began his career in 2006 as an OPS employee. He has since served as an Officer and then Sergeant for the Florida Department of Corrections, assumed the role of Examination and Licensing Supervisor at the Florida Board of Accountancy, served as the policy manager for the Bureau of One-Stop at the Florida Department of Economic Opportunity, and served as a technology administrator for the Florida Department of Business and Professional Regulation.
Rich's dedication to community collaboration extends beyond his professional endeavors. He actively seeks out volunteer opportunities and roles to contribute positively to his community. Noteworthy examples include his position as a Code Enforcement board member for the City of Belleview, Florida, and his service as a board member on Rasmussen University's Business Advisory Board. Rich continues to be actively committed to fostering community engagement and facilitating meaningful connections.
Beth Killoran

Ms. Beth Killoran is the Government Accountability Office CIO, where she is charged with establishing an agency-wide technology that ensures effective information security and privacy controls, system interoperability, and information sharing.
Prior to GAO, she served as the GSA deputy CIO for four years. She held the position of U.S. Department of Health and Human Services CIO for three years and before that was executive director of the HHS Office of IT Strategy, Policy and Governance. She also worked in various IT positions at U.S. Department of Homeland Security for 11 years and U.S. Department of Treasury for 9 years.

Andrea Sampanis is the Acting Director of the Grants Quality Service Management Office (Grants QSMO). The Grants QSMO seeks to drive standardization and modernization efforts of end-to-end Federal grants management systems government-wide. Andrea leverages her 20 years of public and private sector experience to mature the QSMO Marketplace with both federal and commercial providers, improve the grant applicant/recipient experience through multiple Customer Experience (CX) initiatives, and provide data insights through federal grants ecosystem analysis. The CX work done by the Grants QSMO led to their selection as a 2023 Service to the Citizen Award Winner.
Prior to joining Grants QSMO, she supported the Navy’s SAP implementation across the Naval enterprise and served as a Program Manager at GSA’s Office of Shared Solutions and Performance Improvement (OSSPI) for the President’s Management Agenda goals for Sharing Quality Services and Results-Oriented Accountability for Grants. Before joining public service, Andrea was a Senior Manager at Deloitte Consulting where she was the Chief of Staff for their Shared Service offering and served clients at DOD, DHS, and IRS.
Andrea earned her Masters of Public Administration from George Washington University and her bachelor’s from Providence College. She is a Certified Government Financial Manager (CGFM), is SAP ERP certified, and has her COR Level II certification.

Matt has over two decades of experience leading Federal and Public Sector units at Extreme Networks, Check Point Software Technologies, and Cisco.
