Ted Cotterill
Chief Privacy Officer
State of Indiana
Ted Cotterill serves as Indiana Chief Privacy Officer and as General Counsel for the Indiana Management Performance Hub, where he designed and implemented Indiana’s legal framework for data-driven decision making. Ted’s practice focuses on compliance, software licensing, privacy, and data protection issues presented by emerging technologies, cloud transitions, and data de identification and masking across various regulatory frameworks. He serves as a founding officer of StateRAMP, Inc., as co-chair of the NASCIO Privacy & Data Protection Forum, as a member of the Council of State Governments Healthy States National Task Force, and in his community as a director of the Greater Allisonville Community Council.
Ted earned his JD from the Indiana University McKinney School of Law, a BS in Political Science from Ball State University, and is a Certified Information Privacy Professional by the International Association of Privacy Professionals.
Dr. Stephanie Deitrick
Chief Data and Analytics Officer
City of Tempe, Arizona
Dr. Stephanie Deitrick is the Chief Data & Analytics Officer for the City of Tempe, Arizona, where she leads Tempe’s efforts on the strategic use of data and evidence to improve the lives of people who live, work, and visit in Tempe. In her time with the city, she developed and leads the Enterprise GIS and Analytics division, as well as the Open Data and Evaluations Programs and AI Governance Committee, including developing related policies. She works collaboratively across the organization to leverage data, analysis, and data tools to support decision making and sharing data and tools with the community.
Dave Hinchman
Director, Information Technology and Cybersecurity
GAO
Dave is a Director in GAO’s Information Technology and Cybersecurity team. He oversees audits on critical infrastructure protection, the IT and cybersecurity workforce, cloud computing, and the IRS’s IT modernization efforts.
Dave joined GAO in July 2002. He has led numerous reviews of federal data center optimization and cloud computing, and was responsible for GAO’s work on the High-Risk area of Improving the Management of IT Acquisitions and Operations. Prior to joining GAO, Dave worked as a business consultant for several private sector firms (including PricewaterhouseCoopers), and served as a Surface Warfare Officer in the United States Navy.
Dave earned a master’s degree in business administration from the University of Arizona. Dave earned a bachelor’s degree in anthropology from Vassar College.
Dave works in GAO’s Dallas Field Office.
