Steven G. Bradbury was sworn in as the Deputy Secretary of Transportation on March 13, 2025, following his confirmation by the U.S. Senate on March 11, 2025. In this role, he oversees the Department’s operating administrations and spearheads initiatives to ensure a safe, efficient, and modern transportation system that strengthens economic productivity and global competitiveness. Deputy Secretary Bradbury also assists Secretary Duffy in managing the Department’s activities, including its workforce of over 58,000 employees and an annual budget exceeding $109 billion.
Bradbury previously served as the 23rd General Counsel of the Department of Transportation from 2017 to 2021, as the Acting Deputy Secretary from 2019, and as Acting Secretary of Transportation in 2021. As General Counsel, he was the chief legal officer, advising on all legal matters and ensuring the integrity and compliance of the Department’s policies and programs.
Before rejoining DOT, Bradbury was a Distinguished Fellow at The Heritage Foundation from December 2022 to March 2025. He has extensive experience in the public and private sector, having served as Principal Deputy and Acting Assistant Attorney General at the U.S. Department of Justice and as a partner at Kirkland & Ellis LLP and Dechert LLP. Earlier in his career, he clerked for Justice Clarence Thomas and Judge James L. Buckley.
Bradbury holds a J.D., magna cum laude, from the University of Michigan Law School and a B.A. in English from Stanford University.

Bridget Carper Arnone serves as the Deputy Chief Information Officer (DCIO) for Architecture, Engineering, Technology, and Innovation within the U.S. Department of Energy’s (DOE’s) Office of the Chief Information Officer. In this role, she leads enterprise-wide digital transformation efforts by advancing technology modernization and innovation to strengthen mission delivery and operational performance, with integrated oversight of artificial intelligence (AI), data, geospatial, enterprise architecture, and spectrum management initiatives in both domestic and international forums.
Guided by a commitment to strengthening DOE’s processes and systems, Bridget’s portfolio includes spearheading the establishment of DOE’s AI Hub and leading the successful scaling of Joulix, a generative AI tool suite, across the agency to drive efficiencies and cost savings; launching Quanta, an enterprise data platform to improve data discoverability, availability, usability, and quality; and guiding the development and execution of DOE’s technology roadmap to align modernization efforts with organizational goals.
Additionally, Bridget was appointed to the Technology Modernization Fund Board in August 2025, where she contributes her expertise to guide strategic technology investments across the federal government to improve digital services and operational efficiency for the American public.

Asma Mirza currently serves as the Chief Performance Officer for Governor Wes Moore. In that role, Asma leads implementation of the Governor’s priorities in the State Plan, the Administration’s response to support Federal workers in the face of layoffs and the Federal shutdown, and the modernization of state government to save taxpayer money. She also helped lead the economic response to the Key Bridge collapse. Before this role, Asma served as the Deputy for Implementation Management and Special Assistant to the President, where she helped oversee the implementation of the $1.2 trillion Bipartisan Infrastructure Law at the White House. Asma also spent seven years shaping the Federal Government’s approach to performance management at the Office of Management and Budget (OMB), co-leading implementation of the GPRA Modernization Act. She helped create Performance.gov, the Cross-Agency Priority Goal fund, the IT Modernization Fund, the Federal Program Inventory, and the White House Leadership Development Program.

Bran Shim, MPA, CFA serves as Senior Advisor to the Massachusetts Secretary of Administration and Finance (A&F), with over a decade of experience in state and local government driving sustainable, efficient, and effective services and investments. He previously served as Assistant Secretary and State Budget Director, working with the A&F team and over 150 state agencies to formulate and implement the Commonwealth’s $50+ billion operating budget through COVID-19 response and recovery. Bran is a teaching fellow and research affiliate of the Greater Boston Applied Field Lab at the Harvard Kennedy School, where he focuses on financial management and urban policy. He also volunteers with the City of Cambridge as a Human Services Commissioner and an Associate Member of the Board of Zoning Appeal. This year, Bran was selected as one of America’s 250 Public Service Champions by the National Academy of Public Administration and Local Gov 250.

Jaime Martínez serves as a Division Director and an Unlimited Warranted Contracting Officer within GSA’s Federal Acquisition Service (FAS), where he leads two branches of contract professionals within the Office of Indefinite Delivery Vehicle Acquisition Management. His work under the Multiple Award Schedule (MAS) facilitates government-wide access to essential IT products and services, effectively leveraging federal procurement power.
During his tenure at GSA, Jaime developed and implemented the acquisition strategy for ITC’s Financial Management Special Item Number (SIN) in support of Treasury's Financial Management Quality Service Management Office marketplace. He was also responsible for establishing the Credential Service Provider SIN.
Currently, he is leading GSA’s OneGov IT acquisition strategy, an initiative focused on enabling the Government to act as a unified buyer to secure significant savings on software and technology. With over a decade of experience at GSA—including previous tenures as Branch Chief, Team Lead, and Contracting Officer—Jaime brings a comprehensive understanding of federal acquisition. His career spans over 20 years in public service, beginning at the U.S. Department of Agriculture (USDA) Farm Service Agency. During his time at the USDA, he managed complex international humanitarian food aid claims and oversaw domestic procurement programs. He also provided critical commodity risk assessments for the U.S. Agency for International Development and USDA Commodity Operations.
Jaime’s professional service includes his tenure as Membership Chairperson for the National Contract Management Association-Kansas City chapter. He is currently a Fellow of the American Council for Technology-Industry Advisory Council (ACT-IAC) and was recently recognized with the 2026 Service to the Citizen Award alongside the OneGov team.

Jamison Braun leads SAP Americas’ U.S. Public Services practice, which encompasses federal, state, and local government, as well as the higher education, aerospace and defense, and healthcare industries. He is responsible for leading strategy, business operations, revenue performance, customer relationships, and overall customer satisfaction throughout the United States.
Jamison joined SAP from Salesforce, where he served as Vice President of Global Public Sector, driving growth across Autonomous Agents (AI), Slack, and Field Service for government customers. Prior to Salesforce, Jamison led NATO and European Defense organizations, helping modernize citizen engagement and mission outcomes.
Before entering the private sector, Jamison spent four decades as a senior uniformed officer in the U.S. Department of Defense. His final post was at U.S. European Command, where he served as Chief of Staff and Senior Military Advisor to the Supreme Allied Commander Europe, leading coordination across a 51-country area of responsibility.
A recognized transformation leader, Jamison launched the Department of Defense’s inaugural cloud initiative with the Department of the Air Force and pioneered enterprise-wide human capital modernization efforts, including the establishment of the first Office of People Analytics to support data-driven portfolio decisions.
Jamison holds multiple graduate degrees in business, systems analysis, and international strategy, is a graduate of Harvard University’s Executive Program, and is a recipient of the Defense Superior Service Medal and the Disney Innovation Award. He is based in San Antonio, Texas.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain technologies, artificial intelligence, high performance computing and systems integration in government markets.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer and serves as Chair of the ASME Industry Advisory Board. He is an ASME Fellow and serves as faculty on the Blockchain Research Institute.

Justin Herman leads Federal Civilian GTM at Cognition, the company behind Devin: the world's first autonomous AI software engineer. In this role, he works directly with Federal Civilian agencies and partners deploying AI-powered software engineering.
Previous to his role at Cognition, Justin held public sector executive leadership roles in innovative Fortune 500 and startup companies.
Before entering the private sector, Justin spent seven years at the U.S. General Services Administration's Technology Transformation Services, where he created and led government-wide programs in AI and emerging technologies for citizen services.
In this role, Justin led AI for Citizen Services for the White House National Science and Technology Committee under two Administrations, and received accolades including Fedscoop 50's Federal Tech Champion of the Year.
Justin also serves as a veterans nonprofit board chair, and is based in Washington, D.C.

Stephanie Kostro became President of the Professional Services Council (PSC) on June 11, 2025, where she will guide PSC’s strategic direction, advocacy, and member engagement efforts across growing federal industry priorities. Previously, she served as Executive Vice President for Policy, leading PSC's policy team in its commitment to advocating for and supporting productive collaboration between the federal government and services industry. As a recognized executive, on-air commentator, and policy expert with more than 20 years of experience in the U.S. Government and industry, she brings a wealth of knowledge in federal procurement policy and acquisition regulations, government processes and programs, and public-private partnerships.
Prior to joining PSC in 2021, Kostro was a principal at a government relations and consulting firm where she developed and implemented policy, funding, and business development strategies for a global client base. She worked extensively with civilian, defense, diplomatic, and intelligence officials, as well as with federal departments’ oversight committees in Congress. From 2010-2015, she was a senior fellow and director of the Homeland Security and Counterterrorism
Program at the Center for Strategic and International Studies, a prominent national security think tank. Kostro served as a State Department contractor at U.S. Embassy Baghdad for one year. From 2005-2008, she was a senior professional staff member and policy director on the House of Representatives Armed Services Committee. Between 1998-2005, she held various positions at the Pentagon within the Office of the Secretary of Defense, on the Joint Staff, and at embassies and missions overseas.
Kostro holds a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government and a bachelor’s degree in communication from Cornell University. She lives in Alexandria, Virginia with her husband, Rich, and their two daughters. In her free time, she enjoys hiking, gardening, and—when conditions allow—traveling.
