Jay Huie is the Chief Information Officer (CIO) for COREONYX, a service-disabled veteran-owned small business dedicated to transforming the landscape of public services, making them more efficient, accessible, and user-centric. Previously, Jay was the CIO for the District of Columbia's education agency (OSSE), where he modernized legacy infrastructure and delivered solutions that enhanced educational outcomes for nearly 100,000 students. His leadership at OSSE included supporting District students, schools, and staff through the public health emergency, working on critical initiatives such as the Pay Equity Fund, Internet for All, and P-EBT programs. These initiatives helped bridge a digital divide during challenging times and played a pivotal role in providing benefits to thousands of students.

Prior to his influential work in education, Jay held the role of Deputy Assistant Commissioner for TTS Solutions at the U.S. General Services Administration (GSA), managing transformational teams and a significant portfolio of shared services such as USA.gov, Login.gov, Cloud.gov, Search.gov, Data.gov and others. He also worked in the Office of the Federal CIO on the Federal Data Strategy, established the Cloud Adoption Center of Excellence, and represented GSA on the TIC 3.0 modernization working group. As the Director for GSA’s Secure Cloud Portfolio, Jay was a driving force behind modernizing the Federal Risk and Authorization Management Program (FedRAMP) to enhance the security efficiency of adopting cloud technologies across the government. With a career that includes time at 18F and has spanned, Industry, Federal, and State/Local leadership, Jay has proven to be at the forefront of IT modernization and demonstrated a consistent commitment to innovation and transformation of government IT.

With a federal career spanning strategic roles at 18F and the GSA Secure Cloud Portfolio, Jay has consistently proven to be at the forefront of federal IT modernization. A distinguished figure in the field of information technology, brings an extensive background in IT modernization, Data Science and digital engineering, strategy, and security, primarily from their successful tenure with the District of Columbia's education agency and pivotal roles within the U.S. General Services Administration's Technology Transformation Services (TTS). Jay holds a Bachelor of Science in Computer Engineering, cum laude, from Case Western Reserve University, with a minor in Artificial Intelligence. Jessie Posilkin serves as the Customer Experience Portfolio Director of the Technology Modernization Fund (TMF) and TMF Customer Experience Portfolio Director at the U.S. General Services Administration (GSA). The TMF is an innovative technology investment program that enables federal agencies to deliver services to the American public more securely, equitably, and effectively.

Posilkin has previously served as the TMF’s Acting Executive Director and led the Acquisitions Consulting Team at 18F, working to improve the way that the government buys technology by developing the use of the Agile BPA. She has also worked in a variety of non-profits as an organizer and technologist, supporting her colleagues to become stronger users of technology and finding ways for online systems to help social workers, lawyers, and food pantry managers help their clients.

Wayne Rodgers is the Zero Trust Lead for the Department of Education. Wayne is assigned to the Office of the Chief Information Officer (OCIO) in the Information Assurance Services (IAS) Directorate where he is leading the implementation and testing of new Zero Trust Architecture (ZTA) capabilities, starting with Secure Access Service Edge (SASE) and Security Orchestration Automation & Response (SOAR). Wayne developed all technical requirements, leading multiple acquisition efforts to obtain these new ZTA capabilities and to develop a ZTA Program Management Office (PMO). Wayne also serves as a Contracting Office Representative (COR) over multiple contracts supporting ZTA and other cybersecurity efforts.

Wayne had 10+ years of experience in the Department of Defense (DoD) where he started as a network engineer before advancing as a Technical Lead and Program Manager in Perimeter Defense. Wayne led the transition of DoD’s web-based zero day detection and mitigation capability from the National Security Agency (NSA) to the Defense Information System Agency (DISA) in accordance with a Congressional mandate. Wayne led the migration of 1.5 million DoD Internet users to DISA’s Cloud Based Internet Isolation (CBII) program, resulting in significant cost savings while preventing millions of cyberattacks per month. Wayne also led the implementation of DISA’s Enterprise SOAR capability. He developed technical requirements for DISA’s initial ZTA prototype and led all pre-development activities. Wayne served as a COR for several contracts while being the Technical Lead and Program Manager over each program.

Wayne earned a Bachelor of Science degree in Computer Networks & Cybersecurity from University of Maryland Global Campus (UMGC). He has obtained several industry certifications including CISSP, Forrester Adopting Zero Trust, ITIL v4 Foundations, CCNP R&S, CCNA R&S, Security+ CE and Network+ CE.
